President of the National Union of grain producers PAVEL SKURIKHIN shared with the "COP" his opinion on the state of agriculture in Siberia, the level and effectiveness of state support of grain producers, and how will be the price of grain, given the specific nature of the harvest this year, and will this affect pricing on food products.
In the Novosibirsk region was set to the minimum (starting) price of grain during state purchasing interventions in 2013-2014, which are known as follows: soft milling wheat 3-rd class — 6250; soft milling wheat 4th class — 6050; soft wheat 5-go a class — 5700. In your opinion, how this price is economically justified for the survival of farms? How, in your opinion, will be a further evolution of the prices and what it will have consequences?
— In establishing the minimum prices of purchasing interventions of the Ministry of agriculture has assessed the average annual cost of grain production was based on the inflation rate, and pawned the minimum rate of return. Unfortunately, in the spring it was difficult to predict how the weather factor in Siberia will affect the economy of agricultural enterprises. And the economy of grain production this year became more than ever dependent on the weather. Prolonged cold spring has led to increased sowing of crops by 2-3 weeks from multiyear terms, which led to the later ripening of crops. In addition, heavy rains which led to significant excess moisture in the fields during the harvesting campaign, and "torn" mode equipment has almost doubled the cost of harvesting grain crops. The inadequate provision of warehouses, drying facilities and professional staff to work on it led to the necessity of passing the damp milled grain and grain-collecting stations, which were lined up in endless queues. The result of bringing grain to the basic conditions of moisture added to the cost up to 1,500 rubles per ton. In each and every region, the cost is the sum of the individual terms, but with the weather factors of the current year, it is no exaggeration to say that it is higher than the annual average.
— As the price of grain, which formed this year, may affect the level of prices on food?
— With the beginning of the harvest, there was a sharp fall in the value of grain for 1500-2000 rubles/ton, but after a short stabilization there has been a recovery in the price indices, especially in the beginning of the purchasing interventions, which continues this week. In the near future on the grain market of the region, we see an upward trend. However, this should not affect the price increase on food.
— In your opinion, how effective measures to support grain producers, implemented by the government of the Novosibirsk region?
— This year in connection with Russia's accession to the WTO changed the shape of the support of grain producers, which is primarily provided in the form of unrelated per-hectare subsidies. Was abolished subsidies for petroleum products, mineral fertilizers and others. However, despite this, at the Federal and regional levels, decisions are made to keep the total amount of support of agricultural enterprises at the same level, and further expected to increase. Also, it should be noted that this year as quickly as possible ever money from the Federal budget to the regions.
— How do you assess the overall financial and technical condition of the farms?
