To introduce a regime of emergency in several districts of the Novosibirsk region on Monday, June 15, proposed by the Governor Andrei Travnikov. The reason was steady there is a prolonged drought, which, according to officials, is already threatening crops and livestock farms. How serious is the damage and can I prepare for a situation that in the South region occurs regularly, to understand "news".
Does not meet forecast
That on the South-West of the Novosibirsk region can be introduced a state of emergency Andrey Travnikov announced at the operational meeting in regional government on Monday, June 15.
"Forecasts for rain last week did not materialize, and in some areas the situation is almost an emergency — killing crops, there are risks of frustration of the fodder. If there is reason, I propose to introduce a state of emergency on the territory of those areas where there is a drought", — said the Governor.
According to the head of the regional Ministry of agriculture Evgeny Leshchenko, announced during the same meeting, we are talking about 10 of the 30 districts, mostly located in the steppe zone, near the border with Kazakhstan on the one hand and with the Altai territory on the other. The most difficult situation is in Karasuksky area, according to weather forecasts hot and dry weather will continue there for most of the summer.
Because of this, also suffers cattle — Kulunda steppe, on the territory of which is located in karasukskiy rayon, is an important livestock centre, there is also conventionally sown crops. Due to the lack of feed, as noted at the meeting, the volume of milk began to decline.
Went on increasing
In early June, regional authorities reported about the successful and early completion of planting, as well as plans to collect this year more grain yield due to increase in acreage.
"Farmers in region 8 June completed the sowing campaign. 28 districts out of 30 have completed and exceeded the targets. Spring sowing is carried out in the area of 1 896 556 hectares, of which 1.4 million hectares of grain and leguminous cultures this year them to 43 hectares more. Industrial (oil-producing) culture placed on an area of 171,5 thousand hectares to 13 thousand hectares more than last year. Forage crops sown 285 thousand hectares including 43 hectares of corn silage", — told on a press-conferences the regional Minister.
In the field plans to produce 2.6 million tons of grain, which is 6.9% more than last year.
Although the situation may at any time change, at the moment, the drought in the South of the Novosibirsk region does not give reason to fear that reducing the total volume of the harvest, told "Izvestia" in the National Union of grain producers. Condition of crops, including in areas affected by the heat, there was assessed as "good enough."
"Early spring gave a good start to begin planting almost two weeks earlier, and, to the credit of the farmers of the Novosibirsk region, they have successfully fulfilled the plan and even slightly exceeded. The total gross harvest is expected to reach 2.6 million tons at the rate of 2 million tonnes, that is, there is a good surplus," said Executive Director of the National Union of grain producers Michael Privezentsev.
For Kulunda steppe really is typical of dry weather, however, said the Union, the average in the Novosibirsk region there are no serious reasons for concern.
"Let's just say, worry <because of the drought> you can, but it is too early. We believe that the figures for gross collection will be performed and the quality of the harvested crop this year, all will be well", — said Mikhail Privezentsev.
He also added that if in some areas farmers face difficulties, it can "override" the neighbors from other areas.
Technology of the last century
Despite the fact that the dairies in Novosibirsk region is underdeveloped and there is a shortage of refining capacity, production of raw milk is at a high level, told "Izvestia", the press service of the National Union of milk producers.
The region is among the ten leaders on volume of milk production in Russia (2.5% of the total volume of milk), in 2019 he reached 793,4 kt Population is growing, in 2019 amounted to 197,9 thous, noted in a press-service.
For livestock, the situation in the southern districts of the Novosibirsk region, first and foremost, in Karasuksky district, now it is very difficult, confirmed the "news" Deputy Chairman of the regional branch of the Union of milk producers Igor Eliseenko. According to him, there has been a significant reduction in milk yield up to 25% compared to the same period last year.
While the karasuksky district plays "big" role in the internal production structure in the region, said the source publication. The share of this area accounted for about 5% of the total volume of milk that is produced in the region. Problems on dairy production, in his opinion, may affect the local economy.
"It is important that in the end people will get hurt. This remote areas, located on the border. Local livestock enterprises offer a large number of jobs, again taxes, deductions to the local budgets", — said the interlocutor of the edition.
To help livestock farms and to prevent further decline, the Governor Andrei Travnikov, the meeting suggested that, if necessary, to supply fodder from neighbouring regions.
Because of dry weather in these areas is quite typical, in fact, the cause of the current difficulties faced by farmers most affected Karasuk district, is to use outdated working methods. While the transition to new technologies would mitigate or minimize the damage, says Igor Eliseenko.
— In these areas is seasonal withdrawal of cattle grazing in the spring, this is a pretty outdated method, it is saved because of the cheapness of milk, but because of this they are more exposed to any weather anomalies. If they had year-round maintenance, like large resorts, then this point could be smooth, because the food would have been stocked since last year, he explains.
However, in the steppe regions, according to him, the modernization of production is still out of the question.
